Five states, and not one has a program that simply pays for removing a residential oil tank. What exists is narrower: a backlogged New Jersey fund for leaking tanks, a New York fund built to bill spillers rather than pay them, a Massachusetts law about insurance you can buy, and — in Connecticut and Pennsylvania — nothing for homeowners at all.   • New Jersey

    The UST Fund is real and backlogged; the non-leaking program has been suspended since 2011. NJDEP's own warning about "free removal" pitches.

  • New York

    The Oil Spill Fund pays victims and bills spillers — for your own tank, you're the spiller. Relocation reimbursement is the one homeowner-facing piece.

  • Connecticut

    No state program, and DEEP says so directly. What's left: your insurer, and the financing programs the CEQ catalogued.

  • Massachusetts

    No cleanup fund for homes — but a 2010 law forces insurers to offer heating-oil coverage if you ask, and MassDEP discounts its own fees.

  • Pennsylvania

    USTIF's heating-oil door opens at 3,000 gallons. Your 275-gallon tank isn't invited, and no other fund exists.
