Tank abandonment (closure in place)

Abandonment cleans the tank and fills it with inert material instead of removing it; at $1,000–$2,500 it undercuts removal today, but the tank stays in the ground — and so does the question.

What it is, and when you actually need it

Closure in place is the partial exit. The tank is opened, emptied, and cleaned exactly as in a removal, but instead of being lifted out it's filled with sand, flowable concrete slurry, or foam and left buried. Done correctly — with a permit, a municipal inspection, soil samples, and a written closure report — it's a legitimate, recognized way to decommission a tank.

The honest use cases are narrow. Closure in place makes sense when removal is physically punishing: the tank sits under an addition, a garage slab, a porch, or utility lines, and extraction would mean demolition on top of excavation. It can also be reasonable for an owner who intends to stay in the house indefinitely and wants the tank made safe without the larger project. In those cases the $1,000–$2,500 price against removal's difficult-access ceiling near $5,000 is a real saving.

For everyone else — and especially anyone selling within a decade — it's often a false economy. Against a clean-access removal at $1,500–$3,500, closure saves a few hundred to roughly a thousand dollars today, and in exchange the property keeps a buried steel tank that every future buyer, attorney, lender, and insurer gets to ask about. Many buyers discount or walk from closed-in-place tanks regardless of paperwork, and a re-opened question at closing costs more than the original difference. What happens on the day

  1. Permit first. Municipal permit ($50–$500, 1–10 business days) plus utility markout, same as a removal.
  2. Excavate to the tank top (1–2 hours). The crew exposes the top of the tank — a smaller dig than a full removal, which is where the labor saving comes from.
  3. Pump-out and cleaning (1–2 hours). Residual oil and sludge are removed for licensed disposal; the tank interior is cut open and cleaned so nothing combustible or mobile remains.
  4. Soil sampling (30 minutes). Samples from borings alongside and beneath the tank. This step is technically skippable in some jurisdictions — do not skip it; see the warning below.
  5. Filling (1–2 hours). Sand, slurry, or foam fills the void so the tank can never collapse under the lawn or hold product again. Fill and vent lines are capped or removed.
  6. Inspection and backfill (1 hour). The municipal inspector signs off; the small excavation is closed and graded.
  7. Closure report (1–2 weeks). Permit, inspection sign-off, disposal receipts, lab results, photos. This document is most of what you bought — file it where the deed lives.
The worthless closure

A closure without soil samples is nearly worthless at resale. The certificate says the tank was filled; it says nothing about whether the tank leaked before it was filled — which is the only question a buyer's attorney actually cares about. Ten years later, proving the soil was clean means excavating around a concrete-filled tank, the most expensive possible version of the test. If you close in place, the lab data is the product; a quote that omits sampling to hit a lower price is selling you paper.

Questions to ask before signing

  • Are soil samples from beneath and beside the tank included, and how many? Which lab?
  • What fill material do you use, and does my municipality accept it?
  • Is the municipal permit and inspection included, and will I get the inspection sign-off in my closure package?
  • What exactly does the closure report contain — lab data, photos, disposal receipts, or just a completion letter?
  • If the samples come back contaminated, what happens — does closure stop, and how is remediation scoped and priced?
  • What would you charge to remove this same tank instead? (If the gap is only a few hundred dollars, reconsider.)

If you're closing because you're selling

Reverse the logic before committing: buyers discount buried tanks, and the money you save now tends to reappear as a credit demand at attorney review.
